You've raked those leaves up and collected the clippings from your lawn - now what do you do with them?  The lawful answer doesn't include sweeping them into  the street or road that passes in front of your home.

Officials with the Minnesota Department of Transportation remind homeowners that it is against the law to sweep leaves, grass, or any debris into the public roadway.  In addition to being unlawful and potentially dangerous, sweeping debris like this into the roadway can cause plugged drainage systems which could result in serious problems.  For ideas and solutions, click here.

In regards to the penalties involved with breaking the law, violations are considered misdemeanors, but civil penalties also apply if the placement creates a hazard, or contributes to a motor vehicle or pedestrian crash. The civil liability can extend to both the property owner and the person who placed the debris.
