It seems like they keep extending out the length of the Oliver Bridge project.  In the latest update from CN Railroad - the owners of the bridge - the project will now extend well into November.

Since work resumed on the multi-year project this past spring, officials have continued to extend the completion date for the work.  Original estimated suggested that it would be done in September, then October, early November, and now November 17 is the new date that is being reported.

The multi-year project to rehabilitate the railroad/vehicle bridge was anticipated to be complete at the end of the season this year.  It's unclear as to whether or not that timeline still holds.
