The NFL says they are paid in publicity. That means Paul McCartney, Beyonce, KISS, Prince, Maroon 5, the Red Hot Chili Peppers, Justin Timberlake, and even the wardrobe malfunction by Janet Jackson wasn't paid for. No one has ever been paid for playing the Halftime show, at least not directly. Here's how it works.:

The NFL agrees to cover all production costs, sometimes the price can exceed $10 million. That's a lot of money. Plus, the NFL pays for all the promotions for the halftime show and the fact that they partnered with Pepsi means, Pepsi will pay for a lot of promotion too. These performers get 12-15 minutes in front of millions of people which is more than $24 million in promotions.

These artists will see the money. Once they perform they will see a spike in music sales which will go in their pocket for the performance.

There are artists who don't find this a good option and have turned down the chance to be on the world's biggest stage. The NFL has even thought about making the artists pay for their own production, but I don't think that will work.
