The extra-high property taxes paid by residents of the City of Superior and Douglas County have always been explained  with the phrase:  "But that includes the cost of garbage and recycling service".  A new proposal from the Mayors Office and the City Council would add an additional $20 minimum fee on to that - to subsidize the landfill operations.
