SE Minnesota Man Sent to prison After a Dozen Felony Convictions
Rochester, MN (KROC-AM News) - Just days after a warrant was issued for his arrest, a Rochester area man with a very extensive criminal history was brought before an Olmsted County judge and was sent to prison.
A warrant was issued for 31-year-old Matthew Steven Tlougan late last month after he failed to report to court for his arraignment of the latest felony charges filed against him. He was charged with two counts of second-degree burglary and a felony count of receiving stolen property in connection with the theft of tools from two residential construction sites in northwest Rochester in late December.

At the time, the Oronoco man was on probation for a felony conviction connected to a burglary at a Rochester home in 2021 that caused approximately $20,000 in damage. He was also given a stayed 24 months prison sentence in that case.
Following his arrest on a warrant, an Olmsted County judge ordered Tlougan to serve the 24 month prison sentence from the 2021 case. Tlougan also agreed to enter a guilty plea to the felony receiving stolen property charge in exchange for the dismissal of the two burglary counts connected to the construction site thefts in December. He was given a 21 month sentence for that conviction but will be allowed to serve it concurrently with the two year prison term.
Tlougan is well known to Rochester area law enforcement agencies and the courts. He now has 12 felony convictions for theft and drug offenses dating back to 2018. One of his convictions involved a break-in at a home under construction near Oronoco that resulted in tens of thousands of dollars in damage.
