Arrest Warrant Posted For Rochester Area ‘Frequent Flyer’
Rochester, MN (KROC-AM News) - An arrest warrant has been issued for a Rochester area man with a lengthy criminal history because he failed to show up in court for his arraignment on the latest felony charges filed against him.
31-year-old Matthew Steven Tlougan, who is well-known to Rochester area law enforcement agencies and the courts, was issued a summons last month to appear in court to face two counts of second-degree burglary and a felony count of receiving stolen property. The charges stem from the theft of tools from two residential construction sites in northwest Rochester in late December.
Court records show Tlougan already has 11 felony convictions for theft and drug offenses dating back to 2018. In one case, he was accused of breaking into a home that was under construction and causing tens of thousands of dollars in damage.
His most recent felony conviction was for damage to property that was connected to a burglary. In that case, he was sentenced to five years on probation.
