Don’t Pay For Minnesota State Park Access Until You See This
The Minnesota Department of Natural Resources announced that it is expanding a popular program aimed at increasing access to the many parks and recreation areas throughout the state.
First introduced as a pilot in 2018 and launched statewide in 2021, the program will expand again in 2025 to reach even more Minnesotans.

Minnesota Library Program Expands Free Access to State Parks
This initiative allows participating libraries to "check out" state park passes at no cost to patrons. The number of participating libraries is doubling from 100 to 200 across Minnesota, and passes will now also be available through participating bookmobiles.
According to the DNR, all 87 counties in Minnesota have at least one participating library. They've also increased the total number of passes available from 175 to 450.

Participating libraries offer 7-day vehicle permits. A 2024 survey revealed that most people checking them out are doing so to “save money,” and the DNR’s data shows the program is helping households with economic barriers enjoy the outdoors.
What the Free Pass Includes
The library passes only cover the vehicle entrance fee. Campground stays still require a reservation and additional payment.
The cost of the passes is funded by the Parks and Trails Legacy Fund, while partnering libraries handle the checkout process. You can find a full list of participating libraries at mndnr.gov/librarypass.
Ann Pierce, director of the DNR’s Parks and Trails Division, shared why the expansion is so important:
“There are so many benefits to spending time outdoors, from health and wellness benefits to education and making memories with loved ones. This program helps us bring meaningful experiences in state parks and recreation areas to more Minnesotans.”
