This time of year, questions often arise as to the time-frame of Cold Weather Rule in regards to heat utilities, in conjunction with the Public Utilities Commission.  While no one is suggesting that you forgo paying for the utilities that you use, this website contains  answers to often asked questions.

In general, the Cold Weather Rule is in effect from October 15 - April 15 each year.  While it is possible to shield yourself from having your utilities turned off, the provider has the right to do so - if you have not contacted them directly to set up a payment plan.

It's also important to note that the Cold Weather rule only applies to Natural Gas and electricity.  "Delivered-fuels" - I.E. - propane, fuel oil, and wood are exempt from the rule.
