Duluth Police Arrest Four In Heroin Operation

On Thursday, February 13th, 2014 at approximately 2:15 PM Investigators from the Lake Superior Drug and Violent Crime Task Force and Duluth Police Department arrested two suspects involved in the sale of heroin in the Twin Ports area. The two were arrested at the close of an undercover operation conducted by the Task Force.

The arrest took place in a school zone in the Piedmont Heights neighborhood. Both suspects were arrested for 2nd Degree of Sale of a Controlled Substance. Both suspects were charged in St. Louis County District Court and are identified as Jesse Lee Muellner, a 23 year old male and Haley June Engstad, a 23 year old female, both residents of Duluth.

Both Muellner and Engstad have extensive criminal histories in St. Louis and Carlton Counties stemming from arrests for property crimes, financial crimes, and drug offenses. Both suspects are currently on probation for prior felony level convictions.

On Friday, February 14th, 2014 the Task Force and Duluth Police Department assisted by Carlton County Sheriff and Cloquet Police Investigators executed two search warrants in the Piedmont and Duluth Heights neighborhoods.

One warrant was served at a hotel in the Duluth Heights neighborhood where a 29 year old male resident of Des Plaines, IL identified as Victor Lonzell Wallace, aka “Wall-A” or “Walle” was arrested for 1st Degree Sale of Heroin. During the search warrant, investigators seized approximately 35 grams of heroin, U.S. currency believed to be drug proceeds, and other evidence. Wallace was charged with a 1st Degree Controlled Substance crime in St. Louis County District Court on February 19th, 2014.

On the same date, Investigators served another search warrant in the 2200 block of Catskill Street in Piedmont Heights. Additional drug trafficking evidence and currency was seized at that location and was linked to the heroin located in the warrant served at the hotel. During this search, A 37 year old female resident of Duluth identified as Amber Kathleen Weir was arrested for 1st Degree Sale of Heroin and Child Endangerment and was charged with these crimes on February 19th, 2014. Weir has an extensive criminal history in St. Louis County Minnesota.
