A recently-released list places Duluth in company with Chicago, Madison, Pittsburgh, Cincinnati, et al.

My only question remains Duluth's standing on the list;  The writers didn't rank-order the cities and they didn't list them alphabetically.  Duluth sits at the top of the list.   Does that mean it fared better than the other cities?
